为保障百姓身体健康、推进健康中国建设，我国持续推进医疗改革深入发展，其中包括了公立医院改革。公立医院是我国提供医疗卫生服务的重要机构，其正常运行至关重要。但因医疗欠费问题频繁出现，使医疗机构经济受到损失。特别是在医务人员对病患实施紧急救治后，一些病患及其家属选择拖欠医疗费用不缴，使得该费用须由医务人员分担，损害了医务人员和公立医院的合法权益。为保障公立医院运行体系正常进行，在分析医疗欠费现象及其成因后，接着探讨了关于紧急救治的内容。最后借鉴其他国家及专家学者的建议，对我国公立医院存在的医疗欠费与紧急救治间的困境做出分析并提出处理策略。期望通过提出解决措施，对紧急救治情景下产生的医疗欠费问题予以法律上的缓解，确保人民生命健康权益得到维护、保障医务人员的职业合法权益。积极响应我国公立医院改革的政策、坚持公立医院公益性改革、进而促进健康中国战略的建设。

To safeguard the health of the public and advance the construction of a healthy China, our country has been continuously promoting the in-depth development of medical reforms, including the reform of public hospitals. Public hospitals are crucial institutions in China for providing healthcare services, and their normal operation is of utmost importance. However, the frequent occurrence of medical arrears has resulted in economic losses for medical institutions. Particularly after medical staff administer emergency treatments to patients, some patients and their families choose to default on medical fees, necessitating the sharing of these costs by medical personnel. This practice undermines the legitimate rights and interests of both medical staff and public hospitals. To ensure the normal functioning of the public hospital system, the author, after analyzing the phenomenon of medical arrears and its causes, further explores the content related to emergency treatments. Drawing on the experiences of other countries and the suggestions of experts and scholars, this paper analyzes the dilemma between medical arrears and emergency treatments in China's public hospitals and proposes strategies for addressing this issue. It is hoped that by proposing solutions, the legal relief can be provided for medical arrears arising from emergency treatment scenarios, thereby safeguarding the health and life rights of the people, protecting the professional legal rights of medical personnel, actively responding to the policy of public hospital reforms in our country, upholding the public welfare-oriented reform of public hospitals, and ultimately promoting the construction of the healthy China strategy.
